OV posts informational video for Proposed Residential Subdivision

The Town of Oro Valley announced today that it has posted an informational video on the Town’s website to kick off public outreach for a proposed residential subdivision – a property located south of the intersection of Naranja Drive and the Highlands Wash, approximately 1/4-mile west of N. 1st Avenue. The site is bounded on the east by the Pusch Ridge Vistas subdivision, on the south by the Highlands Mobile Home Park, and on the west by custom homes.

This private property is approximately 58 acres in size, and the applicant has proposed a site plan with 46 detached single-family lots. Planned access will be from both Naranja Drive and Shore Cliff Drive.

The zoning for the site is Rivers Edge PAD - Pima County CR-2 (permits detached, single-family residential) just as it is in the Pusch Ridge Vistas subdivisions east of the site. The zoning was approved by the Pima County Board of Supervisors in the mid-1980s, prior to Town annexation.

This is a request to develop private property, and the Town must process all applications. The zoning established the entitlement, or right, to build a subdivision. Once a legal zoning right to develop is granted, it cannot simply be removed by the Town. The design and infrastructure (drainage, etc.) of the subdivision must be deemed code compliant for it to be approved. This project will be considered by the Oro Valley Planning & Zoning Commission and Town Council upon completion of the neighborhood meeting and staff technical review process.

The proposal is:

·         Proposed residential subdivision, south side of Naranja Drive and Highlands Wash intersection (1/4-mile west of N. 1st Ave.) (Case#: 2000939)

o   Description: The property owner (applicant) seeks approval of a Conceptual Site Plan for a proposed 46-lot residential subdivision located on the south side of Naranja Drive, opposite Highlands Wash, immediately north of Highlands Mobile Home Park.

A web-based interactive Zoom neighborhood meeting for this project will be held on Tuesday, September 22, at 6 p.m. Typically, an in-person neighborhood meeting is held prior to formal submittal of a General Plan amendment and/or rezoning application. With the ongoing COVID-19 social distancing requirements, alternative methods are necessary and the best solution under the existing circumstances. The Zoning Code enables the Planning and Zoning Administrator to approve alternative methods of public outreach when warranted.
