Oro Valley Marketplace Redevelopment Project

The Town of Oro Valley is proud to announce that HSL Properties and Borderlands Construction have begun the next phase of redevelopment at the OV Marketplace.

PROJECT BACKGROUND

In 2023, Town Council approved a rezoning and revised Master Development Plan for the Marketplace at Tangerine and Oracle Roads, focused on creating a more active, safe, and walkable destination.

WHAT’S THE PLAN?

  • The master plan includes apartments, hotels, new restaurants and amenities designed to make the Marketplace a more vibrant place to live, visit, shop and dine.
  • This first phase starts on Oct. 6 and includes the following areas: 
    • Area 1 on the map adjacent to Tangerine Road includes an apartment project known as Encantada at Oro Valley Marketplace with 320 new apartment units south of Tangerine, which will bring more residents and customers. Anticipated completion is 2027.
    • Area 2 entails safer Water Harvest Way intersections and improved pedestrian connections.
    • Area 3 will be a new park between Walmart and Tuk Tuk Thai.

WHAT’S HAPPENING NOW?

  • Sept. 2025: Initial grading and native plant salvage efforts begin.
  • Oct. 2025: Water line relocation along Water Harvest Way (two weeks).
  • Nov.–Dec. 2025: Construction of a pedestrian tunnel under Water Harvest Way (seven weeks).
  • Starting Nov. 2025: Neighborhood park construction between Walmart and Tuk Tuk Thai.
  • Jan. 2026: Intersection improvements along Water Harvest Way, starting near In’N’Out approaching Oracle Road.
  • Ongoing: Construction of 320 apartments south of Tangerine Road, east and west of Water Harvest Way (completion expected in 2027).
  • Future phases will include a Hampton Inn & Suites and 152 more apartments. A timeline has not yet been established for these phases of development.

TRAFFIC ADVISORY

  • Water line work begins Oct. 6, followed by tunnel installation in November.
  • Expect construction activity, trucks, and temporary rerouting of traffic.
  • Full access will be restored for Thanksgiving (Nov. 27–30) and the holidays (Dec. 15–Jan. 2).
