ORO VALLEY, Ariz. (October 13, 2026) — Oro Valley voters will decide this November on Proposition 431, the resident created Town General Plan, titled Oro Valley’s Path Forward.

Under Arizona state law, cities and towns are required to adopt a General Plan every 10 years to comprehensively plan for community needs, guide future growth, protect open space and address growth-related issues.

Oro Valley’s proposed 2026 General Plan, OV’s Path Forward, was developed through an extensive, multi-year, resident-driven process. It reflects more than 10,700 community contributions gathered through the BIG Community Survey, public events, online discussions, meetings and other outreach opportunities. If approved by voters on Nov. 3, the General Plan will guide Town goals, policies and actions for the next 10 years.

“This plan was created by residents. From start to finish, residents played a vital role to make sure it represents their values and priorities,” said Milini Simms, Principal Planner. “OV’s Path Forward provides a framework for preserving and enhancing Oro Valley’s exceptional quality of life.”

The plan addresses key community priorities, including:

  • Public Safety
  • Community character, arts, and culture
  • Parks, recreation, and trails
  • Environment
  • Climate and energy
  • Water resources and conservation
  • Economic development and tourism
  • Transportation
  • Housing
  • Land Use
