Oro Valley invites public to weigh in on proposed taxes and fees

ORO VALLEY, Ariz. (Sept. 12, 2025) – The Town of Oro Valley invites residents, business owners and other community stakeholders to learn and participate in upcoming opportunities to consider the proposed 2025 Taxes and Fees. Town Council will potentially make a final decision Oct. 15, 2025.

The proposals are designed to help the Town continue delivering quality services while addressing rising operational costs and maintaining essential infrastructure. Rather than advancing items separately, the Town has combined proposed changes from multiple departments into one public process to increase community outreach, transparency and understanding.

What’s being proposed:

To broaden the Town’s revenue base, while minimizing impacts on residents and small businesses, Oro Valley is considering:

  • General Fund revenue: Introduction of three new tax categories already being collected by surrounding Southern Arizona communities, including a 2.5% Use Tax, 2.5% Commercial Rental Tax, and 2.5% Telecommunications Tax. This proposal has the least impact on residents and small businesses with a larger but fair impact on bigger businesses.
  • Parks and Recreation fees: Updates to select classes, facility rentals and program fees.
  • Stormwater Utility fee: An adjustment to maintain and improve critical drainage infrastructure.

“These proposals are about protecting the quality of life we value in Oro Valley,” said Town Manager Jeff Wilkins. “We want residents and other community stakeholders and businesses to see the full picture, ask questions and share their input before Council makes its final decision.”

  • The Town hosted three community engagement events in July via Zoom to share the proposals and collect public input. If you missed the meetings, you can watch the video presentations on the Town’s website at OVAZ.gov (search “2025 Taxes and Fees”).
  • There will be a presentation, discussion and potential action taken at the upcoming Budget and Finance Commission Meeting on Tuesday, Sept. 16 at 4 p.m. in Town Council Chambers. You may attend in person or live-stream the meeting via the Town’s website.

Upcoming opportunities to weigh in:

Residents and community stakeholders can share their input at these meetings at Oro Valley Town Hall, 11000 N. La Cañada Drive:

  • Town Council Study Session – Wednesday, Oct. 1 at 6 p.m.
  • Town Council Public Hearing – Wednesday, Oct. 15 at 6 p.m.

All Town Council sessions are open to the public and include time for comment. Residents and community stakeholders may also provide input in advance of the October 15 meeting by contacting ask@orovalleyaz.gov.
