OV named 'Triple Crown' winner for financial reporting

ORO VALLEY, Ariz. (Oct. 29, 2025) – The Town of Oro Valley has been named a Triple Crown winner for fiscal year 2024 by the Government Finance Officers Association (GFOA). The Triple Crown designation recognizes governments that have received GFOA’s Certificate of Achievement for Excellence in Financial Reporting, Popular Annual Financial Reporting Award, and the Distinguished Budget Presentation Award in a single fiscal year. This is Oro Valley’s 13th consecutive year as Triple Crown winners.
“We’re pleased to once again be recognized by the GFOA for achieving this distinction,” said Chief Financial Officer David Gephart. “Earning the Triple Crown reflects our team’s ongoing commitment to accuracy, transparency and continuous improvement. I’m proud of the professionalism and care our staff bring to every report we produce because it’s work that builds trust with our community and demonstrates strong financial stewardship by the Town.”
The Town of Oro Valley’s Finance Department is primarily responsible for preparing documents recognized by the GFOA. The Triple Crown designation represents a significant achievement. To qualify, each entity must meet the high standards of all three separate award programs. The Town has a long history of receiving awards from the GFOA.
About each award program
Certificate of Achievement for Excellence in Financial Reporting – This is the highest form of recognition in the area of governmental accounting and financial reporting given by the GFOA. The Town has won this award 31 consecutive times.
Popular Annual Financial Report Award – This report recognizes governments who pull information from their Annual Comprehensive Financial Report to create a Popular Annual Financial Report designed to be accessible and easy to understand to the general public. The Town has won this award 13 consecutive times.
Distinguished Budget Presentation Award – To receive this award, governments must satisfy nationally recognized guidelines for effective budget presentations. These guidelines are designed to assess how well an entity’s budget serves as a policy document, financial plan, operations guide and communications device. To receive the award, budget documents must be rated “proficient” in all four categories. The Town has won this award 17 consecutive times.
