Exciting development happening at the Oro Valley Marketplace

Phase 1 of construction begins Oct. 6, 2025
ORO VALLEY, Ariz. (Oct. 3, 2025) – The Town of Oro Valley is proud to announce that HSL Properties and Borderlands Construction have begun the first phase of improvements at the Oro Valley Marketplace.
Phase 1 will deliver 320 new apartments, safer pedestrian connections, upgraded intersections and a new public park. The Oro Valley Marketplace is managed by Town West.
Upcoming milestones
Crews began grading and salvaging native plants in September. Beginning the week of Oct. 6, 2025, construction will expand to include:
- Oct. 2025: Water line relocation along Water Harvest Way.
- Nov.–Dec. 2025: Pedestrian tunnel under Water Harvest Way, connecting new apartment areas east and west of the roadway.
- Nov. 2025: Neighborhood park construction begins between Walmart and Tuk Tuk Thai.
- Jan. 2026: Intersection improvements along Water Harvest Way starting near In’N’Out, moving toward Oracle Road.
- Jan. 2026 through 2027: The apartment project known as Encantada at Oro Valley Marketplace with 320 apartment units south of Tangerine are expected to be completed by mid-to-late 2027.
During this time, residents can expect construction activity, trucks and temporary rerouting of traffic.
To support businesses, full Marketplace access will be restored for Thanksgiving weekend (Nov. 27–30) and again for the holidays (Dec. 15–Jan. 2).
Community and economic benefits
Approved by Town Council in 2023, the master plan includes new apartments, hotel sites, restaurants and community amenities designed to make the Marketplace a more vibrant place to live, visit, shop and dine.
“The Oro Valley Marketplace redevelopment will make shopping, walking and visiting a safe and more enjoyable experience for residents and visitors alike,” said Town Manager Jeff Wilkins. “Designed to bring in more residents and attract additional customers, this is an important investment in Oro Valley’s long-term economic growth and quality of life.”
Community impacts during construction
During the construction period, residents and businesses can expect:
- Temporary lane restrictions and detours along Water Harvest Way
- Heavy truck traffic
- Ongoing construction activity through 2027
These impacts are temporary, and the improvements will provide lasting benefits for Oro Valley.
