Minor Exterior Changes (facade, painting, etc.)

Minor exterior changes include alterations to the exterior building façade, including paint color changes to any nonresidential or multi-family development. The applicable Design Standards related to non-residential and multi-family architecture can be found in Addendum A, of the Zoning Code and also Section 25.1.A.2 of the Zoning Code.

Minor exterior changes are reviewed for conformance with Design Principles and Design Standards of the Oro Valley Zoning Code, Addendum A. The application may be administratively approved.

Fees

As specified in the Oro Valley Zoning Code, all fees must be paid in full prior to approval of an application.

The fee for a Minor Exterior Change is $270.00 per application/parcel (unless a single development)

Step 1: Formal submittal for staff review

  • All applicable departments will review your submittal for code compliance within 10 business days. Additional revised submittals addressing staff comments may be required until all code requirements have been satisfied. 
  • To avoid delays, applicants should review all applicable provisions of the Zoning Code and ensure the formal submittal is complete. 
  • You can submit your formal application online through the customer portal under "Planning and Zoning" - "Minor Exterior Changes."
  • The information in the drop-down below must be submitted online in PDF format. Incomplete submittals will be returned for additional information.

Submittal requirements

All items must be submitted in PDF format. Please name PDF files in a self-explanatory manner such as “Document Type – Date.”

  1. Narrative describing the proposed changes and how they are consistent with adjacent area and meet the Town’s Design Principles (OVZCR Section 22.9.D.5.b) and Design Standards Addendum A. Specific emphasis on how the changes meet the following Design Standards:
    • Colors and materials should be consistent with the architectural themes, material and color palette of the buildings within the development or surrounding area.
    • Use of superior and desirable design elements of surrounding buildings should be incorporated when applicable and appropriate. 
    • Building colors and materials should relate to one another and the natural environment on the basis of pigment, color value and/or intensity. Desert/mountain colors that blend with the natural background are encouraged.
    • Primary colors should be used judiciously and typically as accents.
    • Building materials shall be of high quality and appropriate to the architectural style and vernacular of the development.
    • Accessory structures (screen walls, canopies, carports, etc.) shall reflect the character, color and materials of the primary building in terms of scale, materials, colors and style.
    • Non-residential development: Exterior finishes of a building must not exceed a light reflectively (LRV) of 60%.
    • Multi-family development: External material colors, including the main body color, trim and accent colors, roofs, window frames, and doors, must not exceed 40% Light Reflectivity Value (LRV).
      • The color palette must include a minimum of three (3) related or complementary hues.
      • The same color scheme should not be repeated in adjacent buildings or buildings directly across the street.
  2. Site plan showing the location of all buildings affected by the proposed change
  3. Color and Materials Palette for all elevations of all buildings and accessory structures including site walls, roof material, accent features, wainscot, etc. Note: Photographs of proposed building materials is an acceptable format.
  4. Before and after color renderings or photographs of all buildings, structures and elevations. Clearly show proposed changes
  5. Photographs of adjacent buildings to show how the proposed colors and materials fit within the center or area. 

Step 2: Approval and next steps

  • Once the application is code compliant, it will be administratively approved. 
  • Subsequent to staff approval, the applicant is responsible for acquiring any necessary building permits if structural modifications are proposed.
