Communication Facilities

Communication facilities, which primarily refers to wireless communication apparatuses such as cell towers, must be approved by the Town before installation. There are five types of Communication Facility applications within the Town of Oro Valley.

The first step in the process is to identify the required application type. Use the drop-down menus below for brief descriptions that will help determine the applicable type and process.

Small Cell Wireless Facility

Definition:

Small facilities in the public right-of-way. 

Zoning Requirements:

  1. Location: Public right-of-way on a traffic signal or streetlight.
  2. Antennas:
    • All antennas must be located inside an enclosure of not more than six cubic feet in volume, OR
    • If the antenna has exposed elements, the antenna and all of the antenna’s exposed elements could fit within an imaginary enclosure of not more than six (6) cubic feet in volume.
  3. Ground equipment:
    • All other wireless equipment associated with the facility is cumulatively not more than twenty-eight (28) cubic feet in volume, OR
    • Fifty (50) cubic feet in volume if the equipment was ground-mounted before August 9, 2017.
    • Please note, the following items are not included in the calculations: an electric meter, concealment elements, telecommunications demarcation box, grounding equipment, a power transfer switch, a cutoff switch, vertical cable runs for the connection of power and other services.

Minor Modifications and Co-locations

Definition:

Minor changes and co-locations on existing utility poles, communication facilities in compliance with Federal Law.

Zoning Requirements:

  1. Height of pole-mounted facilities:
    • The facility does not add more than 10% to the original pole height, OR
    •  Increase the height by more than one additional antenna array with a separation from the nearest antenna array by not more than 20 feet, whichever is greater, up to a maximum of 80 feet.
  2. Height of facilities on existing structures:
    •  The facility does not increase the height of the existing structure more than 10% or more than 10 feet, whichever is greater, AND
    •  Does not exceed the regulated height of the existing structure (Please refer to the zoning district the structure is located within to identify the regulated height).
  3. Appurtenances: 
    • Does not protrude from the edge of a structure more than 6 feet, OR
    • Not more than the width of the structure at the level of the appurtenance, whichever is greater, OR
    • Does not increase the number of existing appurtenances by more than 25% (e.g., If there are 8 existing appurtenances, only 2 new appurtenances may be added)
  4. Ground equipment:
    • Does not include new ground equipment in areas where there is no pre-existing equipment associated with the facility, OR
    • Does not exceed more than 4 cabinets, OR
    • New cabinets are not 10% larger in height or overall volume than the existing equipment associated with the facility.

Tier 1 Minor Facilities

Definition:

Co-locations or new facilities that are entirely indiscernible to public view.

Zoning Requirements:

  1. Location:
    • On an existing building, utility pole, communication facility or structure, OR
    • Within concealment structures such as flagpoles, cacti, or desert trees that are entirely camouflaged
    • Please note, a replacement utility pole or structure may be utilized only if it closely resembles the original utility pole or structure and meets the other applicable zoning requirements below.
  2. Height:
    • Does not add more than 20% to the original height of utility pole, communication facility, or other existing structure, AND
    • Does not exceed 80 feet or the regulated height of the existing utility pole, communication facility, or structure, whichever is less. 
    • Flagpoles cannot exceed 1.25 times the height of the nearest structure.
  3. Diameter:
    • Flagpoles cannot exceed a total diameter of 13 inches.
    • Utility poles cannot be increased more than 60%.

Tier 2 Minor Facilities

Definition:

Co-locations or new facilities that are incorporated into a building, structure, or landscape to the greatest extent possible but remain discernible to public view.

Zoning Requirements:

  1. Stealth applications: Includes camouflaging of an antenna, appurtenance, fixture, and/or structure with a building or the landscape in terms of design, colors, materials, height, and width.
  2. Height for new monopoles or towers:
    • Must be 40 feet or less in height. 
    • Height may be increased to 50 feet if the site will immediately be used for co-location. 
  3. Height for co-location on existing structures:
    • Does not add more than 30% to the original height of utility pole, communication facility, or other existing structure,AND
    • Does not exceed 80 feet or the regulated height of the existing utility pole, communication facility, or structure, whichever is less.

Major Facilities

If your proposal does not meet the requirements of a small cell wireless facility, minor modification or co-location, tier 1 or tier 2 minor facility, then it is considered a Major Facility. Please CLICK HERE for the Major Facility application and process.
