Create or change sign standards for tenants in my center

Are you interested in dividing your land? If so, Town approval is required. Click here for the development review process if you are seeking to divide your land into four or more parcels or if you need to create a new road to access each parcel. Please follow the steps below for any land division involving three or less parcels with existing access to each. 

PAD Sign Exemption

A Planned Area Development (PAD) District may have established its own sign standards. However, property owners of land within a PAD may request an exemption from the PAD sign standards to operate under Chapter 28 of the Zoning Code.

Step 1.Review the requirements for PAD sign exemptions

  • Verify the sign standards for your site are regulated by a Planned Area Development (PAD). 
  • Review the sign standards in Chapter 28 of the Zoning Code.

Step 2.Submit a formal application

Step 3.Staff review

  • All applicable departments will review your submittal for code compliance
  • Staff comments will be provided within 20 working days of a complete submittal
  • A revised application addressing staff comments must be resubmitted
  • Additional revised submittals may be necessary if code issues are not adequately addressed.
  • Once all staff comments are addressed, the application will be scheduled for consideration by the Planning and Zoning Commission.  

Step 4.Planning and Zoning Commission Public Meeting

  • PAD Sign Exemptions requires consideration by the Planning and Zoning Commission
  • Staff will provide a staff report regarding compliance to the zoning code 
  • A staff presentation will be provided outlining the proposed application followed by staff’s recommendation
  • The applicant will be provided an opportunity to present their application

Step 5.Town Council Public Meeting

  • Following a recommendation from the Planning and Zoning Commission, Town Council will consider the application
  • Staff will provide a staff report regarding Zoning Code compliance
  • If necessary, a staff presentation will be provided outlining the proposed application followed by the Planning and Zoning Commission’s recommendation
  • If necessary, the applicant will be provided an opportunity to present their application

Step 6.Next steps

  • Upon Town Council approval, the next step is to proceed with a sign package, sign criteria or a Master Sign Program. 

 

 

Sign Criteria

A sign criteria is a set of proposed sign standards for a development that complies with the provisions of Zoning Code.

Step 1.Review requirements for a sign criteria 

  • Verify if a sign criteria exists for your development by clicking HERE
  • Review the sign standards in Chapter 28 and Addendum A of the Zoning Code.

Step 2.Submit a formal application

  • Submit a formal application to planning@orovalleyaz.gov with all required contents from the Sign Criteria Guide(PDF, 2MB).
  • You may also submit in person or by regular mail
  • Fees can be paid by cash, check or card
  • Submission will not be reviewed until all fees are paid

Step 3.Staff review 

  • All applicable departments will review your submittal for code compliance 
  • Staff comments will be provided within 20 working days of a complete submittal

Step 4.Submit a revised application

  • A revised application addressing staff comments must be resubmitted
  • Additional revised submittals may be necessary if code issues are not adequately addressed 

Step 5.Staff approval and next steps

  • Once all staff comments have been addressed, the proposed sign criteria will be administratively approved
  • The next step is to acquire a sign permit for installation. 

 

 

Master Sign Program

A Master Sign Program is a set of sign standards for a development that propose alternatives to the provisions of the sign code and is intended to provide latitude in order to achieve variety and good design.

Step 1.Review the requirements for a Master Sign Program

  • Verify if a Master Sign Program exists for your development by clicking HERE.
  • Review the sign standards in Chapter 28 and Addendum A of the Zoning Code.

Step 2.Submit a formal application

Step 3.Staff review

  • All applicable departments will review your submittal for code compliance
  • Staff comments will be provided within 15 working days of a complete submittal
  • A revised application addressing staff comments must be resubmitted
  • Additional revised submittals may be necessary if code issues are not adequately addressed.
  • Once all staff comments are addressed, the application will be scheduled for consideration by the Planning and Zoning Commission.

  • Master Sign Programs requires consideration by the Planning and Zoning Commission
  • Staff will provide a staff report regarding compliance to the zoning code 
  • A staff presentation will be provided outlining the proposed application followed by staff’s recommendation
